The design tool idea is nice. Good one.
To use Babelfish or any "mecanical" translator on a short story, doesnt make any sense. My story may be the far best in all the competition, when an automatic translator + a proof reader finish with it, it will be finished. Means: A completely different story.
It may have been perfect in german (spanish, russian) - afterwards it may be even good English, but a bad story. The length of the story has nothing to do with it.

I take your point Nightstar ... However ... I am sure there will be some disadvantage somewhere no matter what we decide to do....
The best we can do is to make it as fair as possible within our limitations... There is no coercion to enter every competition.... some people may not wish to take part in the story writing others may not wish to take part in a design task for example... we cannot please everybody all the time... so we will have to ensure that we have sufficient variety in our activities so that everyone finds something to enjoy..
This is another reason for asking members for suggestions instead of just imposing an activity..
We cannot just sit still and do nothing or this whole forum is a waste of time...

Unfortunately Nz now and again you have to impose things.I would suggest that Admin decides Story or Garden and sobeit,next competition tis the other option.
